Routes out of Winnipeg

The five ways out of the city that matter in winter, with the distance and the clear-road time measured over openrouteservice, and what each one does to you when the weather turns.

• West on Highway 1 to Portage la Prairie and Brandon — 214 km, about 2 h 45 min on a clear road. The flattest 80 km in the country to Portage, closed for whiteouts on 18 January and 27 February 2026, then up onto the escarpment to Brandon. Conditions along the whole of Highway 1.
• South on Highway 75 to Morris and the US border — 108 km, about 1 h 30 min on a clear road. Down the Red River valley to Emerson and I-29: the truck route to the States, closed for ice on 20 December 2025 and in the blizzard of 17 January 2025. Conditions along the whole of Highway 75.
• East on Highway 1 to Falcon Lake and Kenora — 209 km, about 2 h 40 min on a clear road. Across the plain to Richer and into the Whiteshell forest on the Shield: more snow and less wind, the Ontario line, and the clock going forward an hour. Conditions along the whole of Highway 1.
• South-east on Highways 1 and 12 to Steinbach — 71 km, about 1 h 15 min on a clear road. The commuter road to the south-east: the Trans-Canada to the Highway 12 junction, then two lanes south across open fields. Conditions along the whole of Highway 1.
• North on Highway 9 to Selkirk and Gimli — 43 km, about 45 min on a clear road. Along the Red River north to Selkirk and the Interlake: the wind off Lake Winnipeg, and the road the RCMP closed with the Perimeter on 27 February 2026.

What makes winter driving hard in Winnipeg

Cold and wind together. Winnipeg Richardson International averages −16.4 °C in January with a mean overnight low of −21.4 °C and 28 or 29 days that never rise above freezing, on Environment and Climate Change Canada's 1981–2010 normals — the coldest big city in Canada — and 19 days a year of blowing snow. The city sits on the floor of the old glacial lake, the flattest ground in the country, and a west wind crosses 80 km of open field between Portage la Prairie and the Perimeter with nothing to stop it.

The result is the ground blizzard: snow already lying on the fields lifted to eye level and carried across the road under a clear sky. The RCMP close the Perimeter Highway for it — all of it on 27 February 2026, the North Perimeter and Highway 75 on 17 January 2025 — while inside the ring the city is merely windy. Salt does nothing at these temperatures, so the streets are sand on packed snow from December to March, 114 cm of it a year.

Municipal snow clearing in Winnipeg

The City of Winnipeg works to a Council-approved Snow Clearing and Ice Control Policy in three priorities. Priority 1 streets — the major thoroughfares, by and large the Regional Streets such as Portage Avenue and Main Street — are plowed once snow exceeds 3 cm; Priority 2, the transit routes and residential collectors, once it exceeds 5 cm; Priority 3 is every remaining street and the residential back lanes. Plowing is to be completed within 36 hours of the end of an average storm, and back lanes within three days.

Parking bans

Two bans. The Annual Winter Route Parking Ban begins when the weather requires it, any time from 1 November to the end of April, with seven days' notice: no parking on a designated winter route between 2 am and 7 am, and a ticket and tow for a vehicle that stays. A Residential Parking Ban is declared for Priority 3 streets whenever a residential plow is called; a vehicle in the way gets a $200 ticket, $150 if paid early, and may be towed.

Provincial rules that apply in Winnipeg

Manitoba has no winter tire law. The equipment rules require tread — 1.6 mm — and nothing about the season, and the province's answer to winter is a loan rather than a rule: Manitoba Public Insurance finances winter tires for up to four years. Studded tires are the one thing the law dates, legal from 1 October to 30 April.

Why does the Perimeter Highway close when the sky is clear?

Ground blizzard. A strong wind lifts the snow already on the fields and carries it across the road at eye level, and the Perimeter is a ring of open prairie around the city. The RCMP closed all of it on 27 February 2026 in gusts of 80 km/h and the North Perimeter with Highway 75 on 17 January 2025. Inside the ring the city is windy; on the ring the visibility is nil.

What is Winnipeg's winter route parking ban?
