The New York State Thruway runs 496 miles from the Bronx line at Yonkers up the Hudson Valley to Albany, then west along the Mohawk Valley through Utica, Syracuse, Rochester and Buffalo to the Pennsylvania line — I-87 as far as Albany and I-90 beyond it. West of Utica it runs through the lake-effect snow belts of Lake Ontario and Lake Erie: Syracuse averages 124 inches of snow a year and Buffalo 95, against 60 at Albany.

What the Thruway Authority restricts, and when
The Thruway Authority decides restrictions on the Thruway, storm by storm. It publishes no wind speed at which it restricts vehicles, and no standing list of the cars, trailers or RVs a storm ban covers — each ban is announced when it is imposed.
Long combination vehicles and tandems
The Authority "may temporarily suspend LCV/tandem operations at any time for any reason, including inclement weather", and while such a restriction is in place LCVs and tandems may not use the Thruway mainline or its ramps — only the assembly areas and the travel-plaza truck lots.
