The Pennsylvania Turnpike crosses the state for 359 miles, from the Ohio line to the Delaware River bridge — I-76 as far as Valley Forge and I-276 beyond it, with I-70 alongside between New Stanton and Breezewood. Its Northeast Extension, I-476, runs 110 miles north from Plymouth Meeting through the Lehigh Valley and the Poconos to Clarks Summit. Between Carlisle and Somerset the mainline crosses the Appalachian ridges, where the weather at one tunnel portal says little about the next.

Winter vehicle restrictions on the Pennsylvania Turnpike come from a plan the Turnpike Commission shares with PennDOT, the Pennsylvania Emergency Management Agency and the State Police, who "work together to determine the appropriate Tier for any given weather event". There are five tiers, Tier 5 the most severe. Speed restrictions and right-lane-only travel for commercial vehicles "may be implemented independently or in conjunction with any of the tiered restrictions".
